State Representative Nick Kupper has introduced a new bill, HB 2325, titled the Own Something and Be Happy Act. The legislation seeks to limit the influence of large institutional investors in Arizona’s single-family housing market. The bill proposes capping corporate ownership at 50 homes statewide, prohibiting bulk purchases, and restricting institutional investors from bidding on homes for the first 60 days they are listed.

The aim is to provide Arizona residents with a fair chance to purchase homes in their communities. “President Trump is right to call this out,” said Kupper. “Homeownership has long been central to the American Dream and the reward for hard work.” The bill aligns with national policy priorities previously advocated by President Trump.

HB 2325 exempts nonprofit affordable housing providers, government agencies, community land trusts, small property owners, and modest-sized pension or fiduciary funds. It mandates annual reporting through the Arizona Department of Housing and allows enforcement by the Attorney General or local prosecutors if necessary.

Kupper noted that rising housing costs have affected homeownership rates among younger Americans nationwide. He emphasized that Arizona’s population growth and limited housing supply have made it difficult for first-time buyers. “This bill draws a clear line,” he said. “Arizona homes should be owned by Arizona families.”

Nick Kupper was elected as a Republican member of the Arizona House of Representatives in 2025 to represent Legislative District 25, which includes parts of Maricopa, Yuma, and La Paz Counties. He also serves as Vice Chairman of the House Ways & Means Committee.
