Arizona State Representative Leo Biasiucci has introduced a new bill, HB 2839, which seeks to eliminate local taxes on food purchases made through the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The bill aims to prevent municipalities from imposing transaction privilege or similar taxes on food items eligible under these federal assistance programs.
“In her State of the State address, Governor Hobbs said she wants to lower taxes for hardworking Arizona families,” said Representative Biasiucci. “I’m taking her at her word and answering that call by introducing HB 2839. This bill removes local taxes from the one thing every family needs to survive—food.”
The proposed legislation clarifies that all basic and essential foods covered by SNAP and WIC would be exempt from such local taxation, regardless of who is making the purchase. Supporters argue that taxing these necessities increases financial strain on families already facing economic challenges.
“Taxing SNAP and WIC food purchases is wrong. These are necessities, not luxuries. If the Governor is serious about lowering taxes, this bill should be an easy yes. If she vetoes it, that will speak volumes. Arizonans will know exactly where she really stands when she talks about tax relief for families,” Representative Biasiucci added.
Arizona’s legislative body includes other Republican representatives such as Michael Carbone, who was elected in 2023 to represent the state’s 25th House District after succeeding Michelle Udall.
