The City of San Luis announced on Feb. 27 the appointment of Jenny Torres as its new City Manager, following her three years of service as Acting City Manager.

Torres has led the city since 2023 in an acting capacity, overseeing key initiatives and managing the municipal budget. She worked closely with the City Council to advance priorities related to infrastructure, economic development, and community services. The city operates under a council-manager form of government, according to the official website.

Mayor Nieves Riedel said, “Jenny has demonstrated exceptional leadership, fiscal responsibility, and a deep commitment to our residents. Her vision and collaborative approach have positioned San Luis for continued success, and we are confident in her ability to lead our city forward.” Riedel has served as mayor of San Luis, according to the official website.

As City Manager, Torres will continue implementing council policies and supervising daily operations across multiple departments. She is responsible for ensuring fiscal responsibility and effective service delivery. The city provides essential services such as public safety through police and fire departments, parks and recreation programs, public works projects, and economic development initiatives, according to the official website.

“I am honored by Council’s trust and grateful for the opportunity to continue serving the residents of San Luis,” said Torres. “I look forward to continuing to help my community grow while continuing to deliver a high level of city services to our residents.”

Before becoming Acting City Manager, Torres was Economic Development Manager for San Luis. She brings over twenty years of experience working with government agencies, nonprofit organizations, and private companies in Arizona and California. The city promotes community engagement through open council meetings and public events as reported by the official website. Over time it has grown from a small town into a thriving community in Arizona.
