Rep. Biasiucci introduces bill to eliminate local taxes on SNAP and WIC purchases

State Representative Leo Biasiucci has introduced House Bill 2839, aiming to prevent cities and towns from imposing taxes on food items eligible for purchase with Supplemental Nutrition Assistance Program (SNAP) benefits and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). “In her State of the State address, Governor Hobbs said she wants to lower taxes for hardworking Arizona families,” Biasiucci said. “I’m taking her at her word and answering that call by introducing HB 2839. This bill removes local taxes from the one thing every family needs to survive—food.”

The proposed legislation clarifies that municipalities cannot impose transaction privilege or similar taxes on SNAP- and WIC-eligible food items, regardless of who is purchasing them. These programs are restricted to basic foods, and taxing them increases costs for families already struggling financially. “Taxing SNAP and WIC food purchases is wrong. These are necessities, not luxuries,” Biasiucci added. “If the Governor is serious about lowering taxes, this bill should be an easy yes. If she vetoes it, that will speak volumes. Arizonans will know exactly where she really stands when she talks about tax relief for families.”

Biasiucci was elected in 2023 to represent Arizona’s 30th House District, succeeding Robert Meza. He serves as Chairman of the House Transportation & Infrastructure Committee.
